How COE and Vehicle Registration Works

Singapore uses a Certificate of Entitlement (COE) system to manage the vehicle population. COEs are allocated through open bidding exercises held twice a month by the Land Transport Authority (LTA). The COE premium you pay gives you the right to own and use a vehicle for 10 years.

On top of the COE premium, you must also pay the Additional Registration Fee (ARF), which is calculated in tiers based on the vehicle's Open Market Value (OMV): 100% on the first $20,000, 140% on the next $30,000, and 180% on any amount above $50,000.

The total registration cost also includes a registration fee, road tax, and excise duty (20% of OMV). Together, these costs make Singapore one of the most expensive places in the world to own a car.
